We are going to renovate a townhouse and would like to get two new low flow toilets. I contacted the SCRD and they said that I do not qualify although I pay SCRD for water as I live in the district. I phoned the municipal hall in Sechelt and they said they also do not do it although my new neighbour just had two installed and received $400.00 back. My question is, where do I apply.
    Thanks
