Saskatchewan Home Improvement Grants: 20 Grants, Rebates & Tax Credits

Saskatchewan Home Improvement Grants (2018)

Did you know that there are many free grants, rebates, and tax credits available to homeowners in Saskatchewan?

Maybe you need to make repairs to your home, or maybe you’re a younger person looking to buy your first home. Or maybe it’s time to buy a few new appliances?

Regardless, below are all the grants, rebates, and programs every Saskatchewan homeowner (and potential homeowner) should know about this year!

Let’s get started:

Federal and Provincial Grants & Rebates for Saskatchewan Homeowners

Saskatchewan Home Repair Program

?RRSP Home Buyers’ Plan

  • This program allows you to withdraw up to $25,000 from your RRSP to buy or build a new home.
  • You can also use it to buy or build a home for yourself or someone you know with a disability.

Home Buyers’ Tax Credit

  • The HBTC is a non-refundable tax credit that helps homeowners recover closing costs such as legal expenses and inspections.
  • First-time buyers can claim up to $5,000 for the purchase of a qualifying home on their personal tax return on the year of purchase. However, you cannot have lived in another home you or your partner owned in the previous 4 years.
  • If you have a disability (i.e., you are eligible for the disability tax credit) or if you bought the house to improve accessibility for someone who is disabled, you do not have to be a first-time home buyer.

GST/HST New Housing Rebate

  • The GST/HST new housing rebate gives back some of the GST or the federal part of the HST you paid – up to $1,500 – for a new or substantially renovated house that is your primary place of residence provided you meet all the eligibility requirements

Residential Rehabilitation Assistance Program for Secondary/Garden Suite On-Reserve

  • This program is open to First Nations and First Nation members owning residential properties that want to create affordable, self-contained rental accommodation (secondary, granny, or garden suites) within their primary residence.
  • Eligible households can receive fully forgivable loans that do not have to be repaid as long as you stick to the conditions of the program, such as renting the suite to low-income tenants. The most you can get is $60,000 per unit unless you live in a northern or remote community. In that case, the amount increases by 25%.

CMHC Green Home

  • This program is open to First Nations and First Nation members owning residential properties that want to create affordable, self-contained rental accommodation (secondary, granny, or garden suites) within their primary residence.
  • Eligible households can receive fully forgivable loans that do not have to be repaid as long as you stick to the conditions of the program, such as renting the suite to low-income tenants. The most you can get is $60,000 per unit unless you live in a northern or remote community. In that case, the amount increases by 25%.

Saskatchewan Home Repair Program

  • If you are a low-income person (including landlords) making renovations to improve access in your household for someone with a disability, this program is for you.
  • You can receive a forgivable loan up to $23,000.

Genworth Canada Energy-Efficient Housing Program

  • Receive a 25% rebate when you build a home through one of Genworth Canada’s qualifying energy-efficient building programs or meet the prescribed minimum Natural Resources Canada EnerGuide requirements and fund it through a Genworth Canada insured mortgage.

First Time Homebuyers Tax Credit

  • If you are a first-time homebuyer, you can receive a credit of up to $1,100 on your provincial taxes.
  • This program is operated through the Canada Revenue Agency.

Secondary Suite Program

For homeowners or rental property owners interested in creating or legalizing secondary suites, this program is for you!

Jointly funded by Canada Mortgage and Housing Corporation and Saskatchewan Housing Corporation, you can get a forgivable loan for up to 50% of the total construction or renovation costs for the secondary suite. This amounts to a cap of $10,000 to develop a new suite or up to $30,000 to develop or renovate a suite in an existing property.

Low-income Tax Credit

Low-income Saskatchewan residents can now receive a tax credit of up to $964 per family per year to help with the cost of living. You do not need to apply or pay income tax to qualify. All you need to do is file your taxes and have a household income under the allowable threshold.

Municipal Grants & Rebates for Saskatchewan Homeowners

Saskatoon Homeowner Grants

Mortgage Flexibilities Support Program

  • With this program created by The City of Saskatoon, Canada Mortgage and Housing Corporation, and the Saskatchewan Housing Corporation, families with incomes below the allowable thresholds (i.e., the threshold for a family of four would be $85,122) are eligible to receive 5% of the down payment required to build a home in a designated project area.

Equity Building Program

  • You can receive a down payment loan of up to 5% of your first entry level home.
  • Eligibility is limited to households with a maximum of $84,000 and a current renter in Saskatoon.

Entry Level Housing

  • Market housing that you can receive without any subsidies.
  • Families with incomes between $52,000 and $80,000 are invited to apply.

Incentive Program

Secondary Suite Rebate

  • You can get a rebate of up to 25% to repair an old secondary suite or up to 100% rebate on building and plumbing permits related to building a secondary suite.

Net Metering Program

  • This one-time rebate program will give you up to 20% of the costs, or a rebate of up to $20,000, when you make the switch to a more environmentally friendly form of electricity such as solar panels.
  • Another bonus of this program is that any extra electricity you generate can be sent to the City’s grid in return for a credit to your monthly bill.
  • This program is offered through SaskPower.

City of Saskatoon Composter/Rain Barrel Rebate

If you purchase a rain barrel or a compost bin from a local retailer, you can receive a $20 rebate.

Seniors Property Tax Deferral Program

  • If you are a low-income senior, ($26,748 for a household of two) you can defer all or part of your property and library taxes for the year.
  • Your application is due at the end of October, each year, and the new application and eligibility requirements will be available by June.

SaskPower offers programs for homeowners who are looking to be a bit more energy efficient.

Regina Homeowner Grants

Regina Homeowners

Heritage Property Tax Incentive Program

  • Under this program to preserve Regina’s historic properties, homeowners of eligible properties can apply for financial assistance to cover 50% of the eligible work cost or the total property taxes payable over 10 years, whichever is the least.

Housing Incentives Policy – Tax Exemption for Secondary Suites

  • The City of Regina has begun an initiative to create more affordable housing options in the city. Qualifying homeowners building secondary suites can apply for a tax exemption matching their development category providing they apply while construction is ongoing and they agree to rent to those within set income levels. Other eligibility requirements exist, so check their brochure for more information.

Small Power Producer Program

SaskPower

Net Metering Rebate/Credit Program

Anyone capable of generating up to 100 kW (dc) of electricity through an eligible alternative form can apply for a one-time rebate until Nov. this year, up to a maximum of $20,000.

You will also receive a credit on your bill for any excess electricity you produce and send back to the grid.

Retail Discount Program

  • Twice a year, SaskPower teams up with retailers to provide discounts on Smart Home products and lighting that is Energy Star certified.
  • These sales are offered in store. Check their website often to catch the sales.

    Hi my wife and I are senior citizens and we have an older home that we rent out it has an older 20 to 25 year old mid efficient furnace. It does not operate that well are there any grants available to upgrade that house with a new energy efficient furnace and energy efficient water heater.
