Would someone please tell me why a program of this nature EVER end? It makes no sense that it doesn’t still operate.

I just called the city and the programme ended in August 2010.

I ahve exactly the same problem as Mr. Collins (05 Oct/10). The form link is not avaialble, the list link is not available. and the 404 Unspecified error continues to pop up. I would like to move forward with this rebate and am thwarted at every turn in retrieving all pertinent information.
