I am researching energy efficiency programs targeted toward landlords with low income tenants.

Where energy costs are included in the cost of rent, I am curious how it is ensured that energy savings are passed on to the tenant?

I am also curious whether landlords are restricted from increasing rents once they have invested in energy retrofits?

Any information will be much appreciated, thank you.
